Energy Savings Assistance
Providing no-cost weatherization services to consumers who meet the CARE or FERA income limits.
Services Provided
The Energy Savings Assistance Program (ESA) services provided include:
- Attic insulation
- Energy-efficient refrigerators
- Energy-efficient furnaces
- Weatherstripping
- Caulking
- Low-flow showerheads
- Water heater blankets
- Door and building envelope repairs which reduce air infiltration
Program Income Guidelines
The following are the income limits effective June 1, 2024 to May, 31, 2025

Energy Savings Assistance Multifamily Energy Savings (MFES) Program
To qualify for the multifamily program, the property can be either deed-restricted or non-deed restricted. For deed restricted properties, the owner must certify that at least 65% of the tenant households meet the ESA income guidelines. For non-deed restricted properties, the owner must certify that at least 80% of the tenant households meet the ESA income guidelines. Energy efficiency services provided differ by the two programs and encompass in unit, common area and whole building treatments.
