To qualify for the multifamily program, the property can be either deed-restricted or non-deed restricted. For deed restricted properties, the owner must certify that at least 65% of the tenant households meet the ESA income guidelines. For non-deed restricted properties, the owner must certify that at least 80% of the tenant households meet the ESA income guidelines. Energy efficiency services provided differ by the two programs and encompass in unit, common area and whole building treatments.
